Human Services ‘Bridge’ Funding Bill

 

Yesterday, in a very refreshing show of bi-partisan will, the House and Senate both approved legislation I introduced to send partial emergency funding to human services providers for FY16.  I want to thank my colleagues in both Chambers and on both sides of the aisle for sending this to the Governor without a single “no” vote.

 

The legislation will provide partial funding from available sources to human service agencies who have been delivering services to the community without a budget since the beginning of the year when the Governor vetoed all Human Service budgets.

 

The source of funds for the payments are the Commitment to Human Services Fund and Other State Funds, which have balances that are dedicated to the provision of human and social services.  There are no General Revenue Funds in SB2038. In addition, the legislation has clauses limiting use of these funds only for services rendered in the current fiscal year, and restricts state agencies from diverting funds from the intended use for other internal state or bureaucratic purposes except where specifically authorized (e,g Article 2, Section 5 which authorizes payment to the State of Michigan for the Medicaid Management Information System cloud services).

For your use, here is a quick summary chart of what is contained within the bill.  We decided to allocate monies from the Commitment to Human Services Fund on an equal, pro-rata basis, to items funded in FY15.  There is also language in the legislation that requires that these amounts be in addition to funds being paid pursuant to Court Orders or Consent Decrees.
