Federal Funds Appropriation

 

 Yesterday, the House passed an amended version of SB2042 which would appropriate federal funds and select Other State Funds which Governor Rauner and the Republicans would support. (Amendment #3).

 

The House Democrats also wished to add appropriations for the following programs which had federal fund components (either state matching or Maintenance of Effort(MOE) requirements, but Governor Rauner and the Republicans opposed funding these programs:

  • Breast and Cervical Cancer Program
  • Early Intervention
  • Meals on Wheels/Senior Nutrition (state share)
  • Child Care (state share)
  • IHDA Federal HOME funds
  • Adult Education
  • Career and Tech Education
  • LIHEAP (state component)

 

The items which the Republicans and Governor Rauner supported adding to the bill which have been sent to the Senate for concurrence include:

  • $166,475,900 for Navy Pier and McCormick Place debt service (state funds)
  • Federal school funding (omitted from the original Senate bill)
  • Federal IEMA funding (omitted from the original Senate bill, including Illinois Law Enforcement System [ILEAS] and Mutual Aid Box Alarm System [MABAS])

 

The items which remain from original Senate bill include Federal Funds only for:

  • Federal rehab money for defaulted student loans
  • Race to the Top
  • Early Learning Challenge and preschool expansion
  • Federal LIHEAP
  • DCEO block grant funds
  • Crime Victim Compensation
  • Department of Employment Security
  • EPA
  • Department of Natural Resources
  • School based health centers
  • Home delivered meals
  • Elder Abuse Prevention
  • Child Protection/Welfare Projects
  • Ryan White Funds
  • Certain Veterans Programs
  • National Guard Pass-Through funds
  • Disaster Relief Grants
  • Lincoln’s Challenge
  • State Police federal funds
  • Commuter rail oversight
  • Underground Storage Tank program (State Fire Marshal)
